Российский футбольный союз направит апелляцию в Спортивный арбитражный суд в Лозанне на принятое ФИФА и УЕФА решение отстранить сборные России от участия в международных соревнованиях.
В рамках единого иска к двум организациям РФС потребует восстановить все мужские и женские сборные команды России по всем разновидностям футбола в турнирах, в которых они принимали участие (в том числе в отборочном раунде чемпионата мира в Катаре), а также компенсировать ущерб, если его наличие будет установлено.
С целью обеспечить возможность участия российских команд в ближайших запланированных матчах РФС будет настаивать на ускоренном порядке рассмотрения дела. В случае отказа ФИФА и УЕФА от подобной процедуры, будет выдвинуто требование на введение обеспечительных мер в виде приостановления решений ФИФА и УЕФА, а также соревнований, в которых российские команды должны были участвовать.
РФС считает, что ФИФА и УЕФА при принятии решения об отстранении российских команд не располагали правовым основанием. Оно нарушило основополагающие права РФС как члена ФИФА и УЕФА, в том числе право принимать участие в соревнованиях. Кроме того, решение о снятии национальной сборной с квалификации к ЧМ-2022 было принято под давлением прямых соперников по стыковым матчам, что нарушило спортивный принцип и правила честной игры.
Российскому футбольному союзу также не было предоставлено право на предоставление своей позиции, чем было нарушено фундаментальное право на защиту. Кроме того, при вынесении решений ФИФА и УЕФА не учли другие возможные варианты действий, кроме полного исключения из соревнований участников из России.
«Спорт вне политики» — принцип, на протяжении многих лет декларировавшийся спортивным сообществом как один из важнейших. Отказ от него создает серию опаснейших прецедентов.
Первый — когда международные организации отказываются от выполнения одной из своих главных задач — соблюдения равенства, защиты интересов спортсменов и недопущения любой дискриминации по национальному или иному признаку.
Второй — когда результат футбольного матча определяется не на поле, а за его пределами, и решающими становятся не мастерство и самоотдача игроков и тренеров, а факторы, не имеющие никакого отношения к спорту.
Спорт должен оставаться вне политики при любых обстоятельствах.

The Football Union of Russia is to appeal recent FIFA and UEFA decisions in the Court of Arbitration for Sport (CAS)
The Football Union of Russia (FUR) is to appeal to the Court of Arbitration for Sport (CAS), Lausanne against decisions taken by FIFA and UEFA to suspend the Russian national teams from taking part in international competition.
In a claim covering both UEFA and FIFA the FUR will ask that the suspension of all competition in which the men’s and women’s national teams had previously taken part (including all kinds of football tournaments and, specifically, the FIFA World Cup Qatar 2022 qualifiers) be lifted, and damages paid in the event of these being established as payable.
The FUR is to insist on this case being expedited in order to ensure that Russian national teams are able to take part in scheduled matches. In the event that FIFA and UEFA refuse such expedited procedure, a request will be put forward for interim measures to be put in place suspending the decisions by FIFA and UEFA and suspending those competitions in which Russian teams had been scheduled to take part.
The FUR is of the view that there are no legal grounds for the decision suspending the Russian teams. This decision is in violation of the fundamental rights of the FUR as a member of FIFA and UEFA, including its right to take part in international competitions. The decision to suspend the national team from FIFA World Cup 2022 qualifiers, moreover, was taken under pressure from direct play-off opponents – in violation of the principles of sportsmanship and fair play.
The FUR was not given the right to put forward its position – in violation of the fundamental right to defence. In addition to which, in making their decisions FIFA and UEFA failed to take other courses of action into account, other than the total suspension of Russian participants from all competition.
“Keeping politics out of sport” is something the sports community has, for many years, declared to be one of its most important principles. Rejecting this creates a series of dangerous precedents.
The first of these arises when international organisations refuse to fulfil their most important tasks – maintaining equality, protecting the interests of athletes, and preventing any form of discrimination – on the basis of nationality, or on any other grounds.
A second dangerous precedent arises when the outcome of a football match is decided not on the pitch, but outside it; and where such a decision is made not on the basis of players’ and coaches’ skills and dedication, but on factors having nothing whatsoever to do with sport.
Politics must be kept out of sport in all circumstances.
